You would think so, but this was the first time that it was so blatantly presented as such, which I found interesting. Back in the day even when top guys had PPV matches coming up, they would just be taken off tv and storylines wouldn't continue.
This represents a philosophical change in WWE.

"Not a good guy, not a bad guy, the suspended guy." First WWE made me laugh aloud, on purpose, in a long time.

I was hoping it would be for stage fright, like Hornswoggle.

Got him for PEDs after all. Amazing how naive people still are about steroids. Even in 2016, you have guys here thinking no one is on steroids, when they all are. The "Lunatic Fringe" of steroid use is professional bodybuilding (Google Big Ramy). Vince owned a bodybuilding federation, the WBF. One of the mass monsters of that era was Jim Quinn (google him) who was recently shown training Shane. Triple H was a commentator at the Mr. Olympia. John Cena competed in Bodybuilding for getting into wrestling. How much smoke do you need to see?

Thought I explained that page one, there are better therapeutic pharmaceuticals out there that will gain the same results and are A. Legal and B. Safer.

If you made that claim on a bodybuilding board you'd be laughed at. Testosterone and its derivatives smoke any of your so called therapeutic pharmaceuticals.

Testosterone is a steroid.... duh, and isnt even dangerous, but that's not even what I said.
You're strawmanning the point I was making. There are all kinds of alternatives that are legal and get at a pharmacy.
Bodybuilders are not even athletes, they're useless because they have no functional strength.
Let them laugh, doesn't stop them from being useless wastes of life.
