For a couple of reasons, I strongly feel the best outcome is Strowman beating Lesnar given the flashback this match gives me to Ryback vs CM Punk back in 2012 where Ryback was never the same after that loss.
The Rock loss the WWE Championship to Kurt Angle at No Mercy 2000, regain it back at the February 2001 No Way Out and yet Rock vs Austin at WrestleMania 17 didn't lose any of its appeal. A similar title switch & flop with Strowman/Lesnar won't hurt Roman vs Lesnar II at WrestleMania 34.
Strowman beating Lesnar for the Title makes him unstoppable, makes him a Main Event level lock, and sets up Strowman vs Roman in a TLC Match at TLC the following month. Much more exciting than Lesnar disappearing with the title until Rumble (who BTW would need another opponent), which will botch the following PPV.
This brings me to the following point which about the Elimination Chamber (kind of the whole problem with gimmick PPV's) which RAW will have next February. The Elimination Chamber will have something of importance at stake, and to me to that should be the Universal Title (not WrestleMania Title shot).
At the Chamber, Strowman be the 1st among two to start the match with Lesnar being final entry. Strowman is the last man standing with Lesnar being the last release from the Chamber pods. Chamber match becomes Lesnar vs Strowman one-on-one for 17 minutes with Lesnar winning the clash by placing Strowman in a submission that puts Strowman to sleep allowing Lesnar to win the title without pinning/submitting Strowman.
The RAW following Elimination Chamber,Strowman comes out to demand his rematch clause in which Strowman is told he will have to until after WrestleMania to get his rematch.Strowman gets furious,but Strowman's WrestleMania opponent comes out to confront Strowman.
Lesnar regaining the Universal title in the Elimination Chamber is much better than Roman winning a number 1 contender title Elimination Chamber match.
Roman winning the Rumble in Philadelphia again is not only a better quality win for Roman in the terms of significance, but keeps from diluting the Royal Rumble who's selling point is the Main Event of WrestleMania title shot.
I feel WWE been lucky with the strength of the Royal Rumble match interest given the Royal Rumble match winners lack of Main Events/ wins at WrestleMania in the recent timeframe. In the past ten Rumbles, only John Cena in 2013 (as the Royal Rumble Winner) Main Evented & won at WrestleMania 29. But luck does run out,and should WWE keep up diluting the meaning of winning the Royal Rumble match, the Royal Rumble event will go the way of the King Of The Ring PPV instead of being bigger than SummerSlam.
As for the Rumble undercard title match, Heyman would come back in December to announce Lesnar's rematch clause will be enforced at the Royal Rumble with Lesnar coming back to RAW on the first RAW of 2018. Lesnar vs Strowman at Royal Rumble would end in a Double Disqualification massive-wild brawl which builds up the Elimination Chamber.
