Would this be an accurate list? This list will probably change for sides after the shakeup, so let's look at it for now.
Raw:
Brock Lesnar* (WWE Universal Champion) Roman Reigns Seth Rollins Finn Balor

Not sure on Joe's placement right now, so hard to put him there. Owens has been a little damaged and now as US Champion he's out of the main event. Jeff Hardy will be on this list once the Hardyz break up.
Smackdown:
Randy Orton (WWE Champion) AJ Styles John Cena*
*Part-Timer
So is that it for Smackdown? It is way to early to see where Shinsuke goes so I won't classify him as a main eventer just yet. Ambrose and Wyatt are damaged goods to me. Smackdown is filled with mid-card heaven. Miz, Corbin, Ziggler, etc...
So if we are to look at the WWE Roster right now in 2017, there are only 5 true full-time main events. This probably explains why a shake up is happening. In 2017, there is absolutely no depth in the main event scene unless they are ready to elevate guys like Joe.

I wouldn't even put Balor in there right now as he's only just returned, he's more than fitting for that role though. I say Owens is still a main eventer player right now, once he's done with Jericho they'll likely tease him going for his title rematch. As for Smackdown I wouldn't rule out Wyatt at all, they showed at the beginning of the year that if they want to get behind the guy he's ready and fits just fine. The guy still has his title rematch to come. The thing with WWE is that when they want they can easily make new main eventers. You did forget Braun Strowman in your list, that guy is main event right now and it looks like he'll be Brock's first opponent.

My definition: If the Royal Rumble was in 3-4 weeks, there's at least a moderately realistic chance that this guy could win it: RAWReady right now: Braun Strowman, Brock Lesnar, Chris Jericho (if he wasn't leaving), Finn Balor, Kevin Owens, Roman Reigns, Samoa Joe, Seth Rollins I could see it happening: Big Cass, Big E, Cesaro, Jeff Hardy, Sami Zayn, Sheamus SmackdownReady right now: AJ Styles, Bray Wyatt (?), John Cena, The Miz, Randy Orton I could see it happening: Baron Corbin, Dean Ambrose, Dolph Ziggler, Shinsuke Nakamura OtherTriple H, The Rock ( ), Bobby Roode

Owens is def not a low or mid carder he is main event. Just because someone doesn't have the belt doesn't make them non main event, Reigns over Owens? And why would you think the Hardies will split up? They tried that before it failed miserably, then they got rid of matt and still jeff couldn't fill teh seats as the champ.
No, I don't see Hardy going beyond tag teams atm.
As for Owens, he is definitely a main event-er and having the US champ belt still keeps him there, match quality he's one of their top guys.

Jeff's 2009 run was one of the hottest things in wrestling. As John has pointed out on a past Review-a-Wai Jeff Hardy was the most online searched athlete of 2009 and was close to if not on John Cena's level at that time.
