It seems to me that the X-Division is almost dead. It is barren of any prime talent since most of the workers are either too green and basic (Anthony Nese, Jesse Sorensen) or old and lazy (Kid Kash). Christopher Daniels, Samoa Joe, Frankie Kazarian and AJ Styles have all moved onto bigger things and making them go back to the X-Division would be a step down.
So, some new wrestlers are needed, I reckon. If you owned TNA, who would you bring in?
In no particular order, here's my personal top five:
1. Teddy Hart 2. Jack Evans 3. Mascara Dorada 4. PAC 5. The Amazing Red

You've made some great picks but by bringing relative unknowns in (to the mainstream wrestling fans at least) you don't really elevate the title any. The real answer to your question lies in your question itself-
I wouldn't hire anybody else to fix the X-Division, I'd put Styles & Joe & Daniels and even the Guns back in there to change people's perception of the title.

All the workers you just mentioned, Styles, Joe, Daniels, Shelley and Sabin, were themselves practically unknown until TNA gave them a platform to shine. They managed to get themselves over by having fantastic matches. The problem (or at least part of it, in my opinion) is that the current crop of X-Division workers aren't capable of such a high workrate. Plus, freshness is always good. Sending Stlyles and Daniels back to the X-Division would put them back in the same stale holding pattern they were stuck in a few years ago. It would be nice to see some upward mobility for them.

Styles has been in a stale holding pattern for a long, looooong time already - putting the X-Div title on him and having him defend it most weeks would do wonders for both.
Like I said, I can't argue with your picks (I'd probably throw Ricochet in there too), but I don't think new guys that aren't already mainstream can help elevate a title like putting it on an established main eventer and having him main event with it.
Figured I'd throw this in for anybody that might not know Pac or Ricochet (unlikely I know!)

If I were booking the X-Division here would be my current roster:
Champion - AJ Styles
Faces - Elix Skipper, Amazing Red, Anthony Nece, Jack Evans, Low-Ki/Senshi
Heels - Daniels, Kaz, Zema Ion, Teddy Hart, Kid Kash
I'd have AJ hold the title for a year, defending against a variety of contenders until bringing Jesse Sorenson back (if healthy). Sorenson would go through Ion and Daniels and Kaz before challenging AJ, Sorenson loses the first match on Impact, but AJ grants him a rematch at Genesis which goes to a draw, before finally beating AJ at Destination X.

I'd agree with putting the belt on Styles - it would give it a bit of legitimacy and you know he can have a good match week in, week out. Another thing they need to do is have a few feuds between the X-division roster that doesn't revolve around only the belt.
I'd also have much more tweeners in the X-division roster. Given the type of matches that work for X-division, straight heels are hard to get across. Have it as a much more straight athletic competition where the wrestlers are mostly wrestling for personal pride and showing off their skills. Dont use angles like the current Kaz/AJ/Daniels. And any time the X-division guys get TV time, give them a decent amount of time.
And for gods sake dont use the X-division as Jobbers/ victims for the heavyweights. In fact, never cross the rosters for singles matches (maybe tag matches for special occasions) You need to get across that what these guys lack in size they make up for with speed and techniques.
And if possible, bring back the 6 sided ring....

I think the X-Division title is already rehabbed quite a bit from it being on Aries for so long. I think you guys have already covered most of the guys that would help strengthen it even more. I would like to see them consider bringing back the X-Cup and bringing in foreign talent more often. One of the flaws with Impact is that the roster has been unchanged for so long. Feels that way at least.
I'm kind of surprised we haven't seen John Morrison yet. There a bunch of guys they have used in Ra King King that you have to wonder why not use them in TNA like Chavo.

Yeah, Aries has helped but he hasnt been given any really decent opponent yet. Heel Aries vs. Styles would give us some great matches.
Also agree with an X-cup return or something similar. An invitational tournament to show off the top X-division guys would be great.

The talent they have is good its just a matter of getting the TV time that they deserve. That will only happen if and when Bischoff and Hogan jump ship. Until then it doesn't matter who they bring in because they will be put on the back burner right away.

Definitely PAC , and Evans looked good in his few matches last year.But I get the impression watching Evans that he will kill himself in the ring or outside.
